The real question here is if Sled Dogs are viable if you have not 4 but 6! Not only does this combo increase the maximum potential of the good boys and girls, but also helps you find them earlier, as a quasi-tutor.
On that note, this card allows playing cards that you already have the maximum number of copies in your deck, because they are not added to it. Looking at Open Gate or Fortuitous Discovery, for example.

EDIT: Having a third copy of Ritual Candles almost makes curses into blessings.
The "at no cost" bit makes me wonder how this (and adaptable) treat level-0 cards with xp costs. I would assume grabbing a Drawing Thin or other taboo card has at least been suggested with adaptable, but this one has a wording that suggests it would ignore the xp cost. Especially at 5 xp itself.
I get it, it's also for Calvin Wright. An investigator card is also a "player card with health and/or sanity at your location", so Calvin can use this (it's has the Spirit trait) as extra insurance. Not super crazy a combo, but the card itself is not bad (1 resource - fast - for 1 damage/horror in the worst case) and it fits his playstyle. I'd say for him it's even better than Talisman of Protection - doesn't eat a slot, costs 1 resource less and the Talisman can get triggered only for 1 damage/horror, which always feels like a waste.
"But mistah, where charges?!", I hear you say.
Answer: Like I explained, the card is already good-ish in the worst case (having no charges), but Calvin also has access to Winds of Power, Earthly Serenity aaaaand... drumroll Bangle of Jinxes, a card that replenishes charges! Yeah, the slot is not great, but with the card in play you can mitigate downsides of an an attack and get the payment for the mitigation at once.
Again, not crazy, but I like it :)
One more thing this card is especially useful for is when you have a team of investigators who have different needs for experience.
If you're a survivor who finishes their core build by 13xp and just gets luxuries afterwards, maybe you should take this card and In the Thick of It. This will help your rogue teammate out - the power boost in early scenarios of the campaign will help you get more xp each scenario and your other teammates will get stronger faster.
