The reason I gave the deck the name Devil Luck is because Pete's stats are being boosted by very demonic feeling splash cards and he feels like the kind of drifter who would run into The Devil • XV At a Crossroads.

Card Draw

To insure as many pieces as possible are found I run Preposterous Sketches and Rabbit's Foot as well as all the neutral cantrip skills as some of the only draw in the game at the time. These are quite good cards in terms of draw for this deck in particular, because Duke gives movement making 3 skill tests an investigator phase more feasible for Rabbit's Foot odds and I run Emergency Cache despite having low costs making Sketches better.

Other Skills

Courage is here as a "second action" boost, after you have already spent your one resource on the talents. Rise to the Occasion is here as a "third action" boost, either the nonDuke action or the action not spent on clearing Wracked by Nightmares.

Soak

Leather Coat and Peter Sylvestre make the deck incredibly resilient, and there are two directions to take the Coat. You can keep the Coat around as food for Duke if you decide to go Scavenging or you can replace the coat with Aquinnah if you decide to go Charisma.

Upgrades

In terms of initial upgrades you probably want to make Scrapper a priority. But after that you can upgrade Peter, put in Scavenging, take the Charisma package, and increase card draw with Lucky! and Emergency Cache in whatever order you feel most comfortable with. You can also start buying Flare whenever you want, but I would recommend earlier rather than later as just having this card as an option in your hand is very powerful, you don't have to use it every time you draw it.

Scavenging Aquinnah no Charisma

One option you have is to upgrade into Scavenging, replace Peter with Elder Sign Amulet, and then put in Aquinnah. This will give you more overall tools but delay other buys.
