Seems like you'd benefit from a few more resources, even with Lone Wolf. Leo De Luca does give you extra actions, but you don't want to be spending those gaining single resources if you can avoid it. I'd be inclined to swap End of the Road for something like Emergency Cache, as even though it doesn't seem that exciting it'll be much more useful for the first few agendas!
