Arkham designers played a fun game of "What if a Rita Young-like character was remotely playable" and landed on Kymani Jones. It's evident that they have discovered how far an "evade character" was from a reasonable option to deal with enemies because of how strong they made them (singular, in that they use they/them for Kymani, not "them" as in previous Rita Young-esque characters, they are bad.) Evade, the action and stat, has obviously always been relevant due to it being a strong option for investigating characters to be able to do anything when engaged. Winifred Habbamock is more of a clue-getter, you just build her with Pilfer, Lockpicks, Thieves' Kit and a thousand skills and don't depend on her to deal with enemies for others.
Riot Whistle is so good on evade characters, the fact that Kymani can take it is so huge in a four investigator group. I've played them on Expert, and what can I say, they did the thing. Evade is real.
(There is a funny "non-bo" (as the kids say,) which is Daredevil hitting Calculated Risk and it just abruptly ending your turn, but just be conscious of it and it'll be fine. It's very unlikely anyhow. Winifred Habbamock deals with that all the time. With Riot Whistle and Quick Thinking and Leo De Luca and Kymani Jones's investigator card ability, Calculated Risk certainly belongs in the deck.)
