A combat-heavy Will to accompany Rex in full clue-gathering mode.

With a solid combat stat, 7 weapon cards that he's quite happy to throw away, and extra damage from his allies, you can easily handle enemies with this deck.

Asset cards can be happily commited to skill tests as you can easily them back, hence he's heavier on assets than a standard deck. He's light on skill cards as a result, but resourceful allows you to recur Lucky on top of all those other asset recursion the deck has.

In playing him I've found managing his resources the toughest part of his game. Some of his best assets to recur are the expensive ones, so extra resource actions are crucial when you can get them. That he can play an asset from his discard pile without spending an action, though, means that he's not punished for action efficiency like other investigators, but you need to think ahead and get your cash out before you go monster bashing so you can play whatever it is you want when you say the beast. A well-timed teamwork can get you the resources you need and plays well with a Rex running Dr Milan and fire axe.

XP plan: the red gloved man seems like a good option for this deck - powerful and cheap to pull out of the discard pile. Upgraded lucky is an obvious choice, too. Upgraded copies of the guardian cards are worth considering: Viscious Blow, .45 Automatic and Beat Cop are all 2xp and very good choices on Big Willy. Of these, and perhaps surprisingly, I think Beat Cop is perhaps the lowest priority to upgrade as you can throw them away for the damage much more readily than other decks. As a deck that's going ally-heavy, Chrisma is a given, too, but As with the beat cop upgrade, perhaps less of a priority than with other investigators.
