Timely Intervention serves the exact same role as Lucky!, a dedicate that you play retroactively when you're about to fail a test, thereby freeing you to take multiple tests with less risk rather than overdedicating on a single test to make it less likely for you to fail. For the low cost of a card and no resources in your hand (or in Isabelle Barnes' case, a single point of sanity since you can retroactively dedicate Timely Intervention from your discard pile), you have a floating +2 on all Agility and Will tests, and a +1 for everything else.

Who would complain about a 3rd or 4th copy of Lucky! in your deck?

Why is that? I’m going to assume it’s because her ability doesn’t specifically say “play as if it was as in your hand”, and TI specifically states “from hand”? — Garbagedaddyxl · 1
You can play it from the discard pile because this card says "You may commit", meaning you can choose not to play it after revealing the chaos token, but still play it as a normal ability card, and in that case you can play it with Isabelle's ability (but before revealing the chaos token) — TTPsteam · 1

Arkham Horror works on exact words: the card specifically says you can commit it after revealing the Chaos Token ONLY if Timely Intervention was in your hand. In other cases it behaves like a normal skill, that includes if commited from the discard pile. There was specifically a rule about Wendy being able to play one copy of Easy Mark from the discard pile and one from her hand or viceversa through its reaction when she has her amulet equipped because her signature did specify you could play events in the discard pile as if they were in your hand. — HeroesOfTomorrow · 93
Isabelle’s ability requires a player window, which to me is the most obvious reason why she can’t commit this after revealing a token. — Cayley · 1
